Moved the working draft

I moved the working draft for the project article to User talk:Hbaum16/Unlawful Internet Gambling Enforcement Act of 2006 This leaves your talk page available for interactions related to interacting with you. It serves that purpose better to develop your drafts from 1 of a variety of other options. For this example it is your user space. The link gets you there, and you edit no differently than before. Just to clarify I did look at the improved draft. I set the lead section to render according to manual of style. That link also has information on naming the sections. I think you may need to fix the capitalization. But heck yeah, you guys are doing great and you seem to be moving forward with it. If you have a direct question also there's my talk page. Feel free!
