Don't be so quick to have a go at someone else. Certainly in the UK Pittston would be considered a small town based largely on it's size as we don't incorporate cities the same way as in the US. I don't know if the proposer is based in the UK but don't be so quick to assume they are delibrately belittling either the city or its mayor. See WP:CIVIL.

Secondly, the idea for an article on this subject is a very good one. If I may offer a suggestion, I think you should start an article on the general idea of tsunami hitting the US. The source that you used for the article that you created would be a good basis for a new article on the overall risk to the United States. Indeed, maybe I missed it, but the source that you provided makes no mention of Atlantic City. If it would mention a specific risk to Atlantic City the article that you created should not be deleted. But if makes no mention of Atlantic City I cannot support its non-deletio. Therefore, I'm suggesting that you use the very same source for a more general article on the risk. If you did not create this file yourself, you will need to specify the owner of the copyright. If you obtained it from a website, then a link to the website from which it was taken, together with a restatement of that website's terms of use of its content, is usually sufficient information. However, if the copyright holder is different from the website's publisher, their copyright should also be acknowledged.

As well as adding the source, we also need to know the terms of the license that the copyright holder has published the file under, usually done by adding a licensing tag. If you created/took the picture, audio, or video then the {{GFDL-self}} tag can be used to release it under the GFDL. If you believe the media meets the criteria at Wikipedia:Non-free content, use a tag such as {{non-free fair use in|article name}} or one of the other tags listed at Wikipedia:Image copyright tags#Fair use.
