In my opinion, Image:NORTHKOREANNN.jpg does not add anything to the 2006 article -- it does not illustrate the nuclear testing in any way, and unless one knows Korean, it is not obvious what the newscast is talking about. (Remember, this is the English language Wikipedia.) It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
