He needs to send a new request because we're talking about a new file now because the old one got deleted. Look at the instructions below.
Make sure the tell him to specify the file name is https://commons.wikimedia.org/wiki/File:Lathan_McKay.jpg (Lathan McKay.jpg). He may find it easier to use https://commons.wikimedia.org/wiki/Commons:Wikimedia_OTRS_release_generator. He can also send an email following the proper format:
