The problem isn't just that it's an unincorporated community — it's that it was an unreferenced article about an unincorporated community. That's why I didn't copy the old content into the Drummond/North Elmsley article. It's absolutely okay to expand the subsection on communities in the target article with more information about each community, and it would even be completely okay to recreate the separate article on Richardson (notice, for example, that I left the article on Rideau Ferry as a standalone, since it's a fair-sized article with a number of references in it), but there need to be references. My own preferred approach is to expand and improve the township's article before spinning out separate articles on each individual community, but there's absolutely no policy banning separate articles as long as they're properly referenced. If it's entirely your own work:
please include {{own}} in the relevant source field, amend the {{information}} added by a third party, ensuring that your user name (or name you want used for attribution) is clear in the author field, and change the license to an appropriate "self" variant (if such a license is not already used). You should also add an |author= parameter to the license tag, to assist reviews and image patrollers. You can also add |claimed=yes and an |author=to the {{media by uploader}} or {{presumed_self}} tag if it is present to indicate that you've acknowledged the image, and license shown (and updated the {{information}} where appropriate).
