Hello. I have received your email, where you inquired about whether your topic ban prohibits you from making edits to Soviet famine of 1946–1947 in Ukraine. In the interest of transparency, and so other administrators can see this clarifying statement, I am responding here rather than by e-mail.

In short, your topic ban does not per se cover this subject wholly. If any edit you make adds content involving the ethnic identity of particular individuals where it is disputed whether their ethnicity is Ukrainian, or adds content relating to disputes between the countries of Russia and Ukraine, then your edit is prohibited.

I am generally not too familiar with the historiography of the 1946-47 famine in the Ukraine, but if it is anything like that of the Holodomor I would strongly advise you to avoid making edits there. It would be very easy to violate your topic ban—there is content on w:uk:Голодомор в Україні (1946—1947) that, if you were to add it, would violate your topic ban. If your goal is to have the topic ban lifted in 3 months, when you can appeal it to the administrator's noticeboard, I would suggest that you continue to translate pages that do not require one to get deep into the weeds on (post-)Soviet politics.

I'm not able to handle your other request myself, but I have forwarded it to the functionaries who can.

In rare circumstances, a checkuser block isn't about socking. For example, it could involve information obtained using the CheckUser tool, so the block must by necessity be marked as such, as it would be difficult for a non-checkuser to review the evidence.
