I'd say no for all four, there is barely any reliable source saying much about War and Fugitive(even The Doctor only mentions them in other and not the main list), and if they are not included, there would be no point for the other two either, even if they might have reliable sources. The sources exist, it would just take improving the articles. I suppose Martin as Fugitive is more debatable as she was only ever credited as a guest star, but Hurt was credited in the opening sequence of DotD along with Smith and Tennant, meaning he did technically headline the series. If we're including the Eighth Doctor based on that bar, then War should be included as well. I feel less strongly about Dr. Who since he wasn't in the main television series. It's not just about appearances though. Most of the coverage for War and Fugitive is that they appeared in a few episodes; War has some audio stories, but Fugitive does not even have that at the moment, and audio stories barely get any coverage as compared to the TV stories, with Eight only getting extensive coverage because he has appeared in so many. Same for the Valeyard as War and Fugitive. We should definitely not include Dr. Who though, even the Shalka Doctor is more related to the story than him. I'd say include Fugitive and War, as they are decently notable, but Valeyard and Dr. Who should be excluded.
