(1) It is unfortunate that the only way we can stop disruptive editing in this situation is by blocking an IP address, which has collateral effects on other editors, but unfortunately the only alternative is to sit back and permit disruptive editors to destroy the encyclopaedia. (2) I know exactly what it is like to find that one can't edit Wikipedia from a public library computer as a result of a block caused by other people, because that once happened to me. I didn't sit there typing messages accusing the administrators of being "assholes" and "asinine". Instead I accepted that there were good reasons for the block, even though it was inconvenient for me, and I created an account. I have never suffered from the effect of a block again. (3) I wouldn't assume that all the problems were caused by one "guy". Most public library IP addresses are the source of endless vandalism from many people. (4) Experience over the years shows that editors who use childish name-calling and personal attacks in one context (such as requesting an unblock) are unlikely to become decent civil cooperative editors in other contexts. Probably for that reason, in my seven years as a Wikipedia administrator I have not once seen anyone unblocked as the result of an unblock request that attacks or denigrates the administrator who placed the block.
