The reason left by CNMall41 was: This submission is contrary to the purpose of Wikipedia. The comment the reviewer left was: Wikipedia is WP:NOTRESUME which is how this draft reads. It will need extensive cleanup to comply with guidelines. Also, it does not meet the guidelines of WP:INCITE. The characters in the draft also indicate this was a copy paste from another location, likely a PDF document. These characters need removed as well.
