Hi Arikasikis, I kinda neutral on the creation of Wikipedia:Non-Tagalog Philippines. I like to confirm if you are willing to make your project as a sub-project or sister project of WP:TAMBAY that will focus on countering systemic bias against Filipinos (Tagalogs or non-Tagalogs) in Wikipedia. Take note that the WP:TAMBAY does not discriminate on non-Tagalog Filipinos and welcomes anyone who can improve Philippine-related articles.
