editThis is a substantive addition to the previous article. Some aspects could be clarified. For example, you write: "However, both the UNE Remand Order and the Line Sharing Orders were remanded" and then in the in the following half-sentence that the Line Sharing Order was vacated. "Remanded" means an issue is sent back to the FCC; "vacated" means an Order is rendered void. The passage may need some clarification.
Your additions covering TELRIC seem to suggest that it is a thing of the past, which would be misleading. TELRIC is still in use, but only for the network elements that have to be unbundled (e.g., local loops). You may want to mention that and also that not all unbundled network elements have been eliminated.

editThese are good edits that improve the entry. One concern I have is that the original entry was on public interest in general but the new addition focus mostly on communications policy. You addressed this nicely toward the end by singling out communications but there may be too much of a communications slant in the earlier parts of the article. - You are writing an encyclopedia article not a student essay. You do not start with definitions - the first time you use a term, you create a link to the article that defines that term. - Oceanski, your professor left some interesting comments on my talk page when I contacted him to let him know about the deletion discussion. I thought Wikipedia is a collaborative encyclopedia- someone creats a new entry, and then others will add on to make it a better one because no entry is perfect.
