Thanks for uploading File:Portrait of Thomas Phifer.jpg. I noticed that while you provided a valid copyright licensing tag, there is no proof that the creator of the file has agreed to release it under the given license.

If you are the copyright holder for this media entirely yourself but have previously published it elsewhere (especially online), please either

• make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or
• Send an email from an address associated with the original publication to permissions-en@wikimedia.org, stating your ownership of the material and your intention to publish it under a free license. Please return to this image — since you say you have evidence of permission, I've undeleted it. However, you absolutely need to supply the evidence: edit the page and add the link to the evidence. If your evidence is permission via email from the copyright holder, add {{OTRS pending}} to the page and forward the email to permissions-commonswikimedia.org immediately. When you add the link to the permission or the "OTRS pending" thing, please remove the bit that says {{di-no permission|date=11 January 2014}}, since that marks pages that lack the permission that you will have just added. We understand the reason for the block on our account. Due to multiple people using the rosecarter915 account, our account has been seen as too forceful in editing and up-selling information. This will not happen again and I will make sure all my entries and edits are productive contributions.
