Combo Panda
Looking at the user page for this other account, it looks like you've created a new account (this one) in order to have a new username. Am I correct? Just so you know for future reference: We have the ability to change your username for you so that you're not starting completely over from 0 edits and having to move from one account to the other. Your user, user talk, sandbox, and other user pages also move to the new username for you when it's changed. Basically, you keep everything; just the username is changed. No worries though; it's good that you're starting over now and with only 26 edits instead of doing this later where you may have many more. Please do not try and hold things over our head, it won't work, and will result in a much less prompt answer to your questions, as many will opt to ignore you. I will be nice, and answer, for now.
First, the table of contents:
The table of contents is added to articles automatically once it contains 2 or more section headers.
Second, the draft thing:
Simply create the article in mainspace, i.e. at Brand New Article Here. You'll have the option to do so if you have 10 or more edits. However, I strongly recommend against this.
There's a little heart button in the toolbar on other user's talkpages. This allows you to give barnstars and badges (Do not give me any, please.)

- The reply above is extremely polite. I will be less polite, because if you are still young (as I guess based on your posts), I think it is better to be clear and to use simple English.
- "Answer me or I leave you forever" is a bad post for multiple reasons. There are reasons of politeness, morals, ethics etc. but let us ignore them and focus purely on efficiency. First, you would have obtained help without making threats, and doing so makes it less likely that people like you and help you. Second, that threat is empty (which means: go ahead, we don't care), because we Wikipedians (or at least I) do not care a lot that you stay; you might think that if you leave, it will be a terrible loss for us, but you need to convince us of that, and coming with such a bad attitude is not really convincing. Third, the threat is not credible (which means: I do not think you are actually going to carry it out), because a long experience has shown that among editors who do leave Wikipedia, most do so without warning and without returning, while those who warn and threaten usually come back.
