Because the article 'Fengqiao experience' is not in fact a copyright violation, rather it is close paraphrasing, which according to Wikipedia guidelines is permitted in the cases of 'limited quotation' (nearly all of the so-called 'copyright violations' on the page Fengqiao experience are in fact quotes) and 'when there is a limited number of ways to say the same thing'.
