Further explanation

Hey, I just wanted to give you a more in-depth explanation of why your requests for usurpation are getting denied. The guidelines state that, among other things, the account must have no good-faith edits on it. Thekillerpenguin, obviously, has many, so that username doesn't qualify for usurpation. There are occasional exceptions to that rule, but not exceptions just because someone really wants the username; the exceptions are more along the lines of a different person who has already established the use of this username on other language Wikipedia and other such WMF projects. In that case, assuming that this other user had created a single unified login (i.e. united their accounts on all the other wikis into a single account), usurpation might be granted, as this other person may have established a greater "right" to the username. Those are the kinds of exceptions that we're talking about, not just that another person really wants the username and it's not being used right now.

Contributions to Wikipedia are acknowledged by username; a user whose username has been changed without their knowledge or consent may not recognize the new username as attributing their own work to them sufficiently, which could possibly cause copyright issues. Moreover, if this person decides to try to log back into Wikipedia after their break, and their username has been changed without their knowledge, they might find themselves unable to log in, with no way of recovering their account information, since they don't know what their username is any more. Those are some reasons why we don't allow the usurpations of usernames that have valid edits attributed to them.

Now, that's not to say that you need to be stuck with "TempUName" forever; you simply need to choose a new, different username, one that isn't already taken, and make a request for that username. Such requests, where the target username isn't taken, are actually handled here. I'm sorry we can't accommodate your original desired username, but them's the breaks sometimes. Ah, okay, that makes sense. The username is technically available, but it's probably not a good idea to actually take it; a difference in capitalization is technically enough to make it a different username, but it'd likely cause confusion in other people, who might not be able to tell which Thekillerpenguin they're talking to.
