I can find no reference to a book called East Germany and the Jewish Question in WorldCat, nor is any information about author, publisher, and page provided by you. For what it's worth, I actually don't think having outdated information (as long as it is properly sourced, of course) about town heads is that much of a problem. The government section has an "as of" date attached to it, so it is usually clear how current the information is, as long as that field is used. I do agree that Wikidata would be a better holding place for this, but so far it doesn't seem to have an appropriate field. On the other hand, the utility of this information is indeed marginal for most places—the field was mostly designed to hold information about the heads of large cities, who usually have their own articles. OK, the reason you were blocked is that, for a long period, you have been copying material from websites and books and pasting it into Wikipedia pages, either with minimal or no changes to the wording. You were warned about it:

Copying material in this way is wrong. It often amounts to a violation of copyright held by the person who published the website or book. Other times it amounts to plagiarism. I understand wording should be changed enough so that it wont take the creative rights also. About the idea of mentioning sources for main idea and facts, this i learned already some time ago. A little more explanation

Superzohar, as I've been cleaning up some of the articles flagged for attention, I just wanted to stop by and say that I think you saw a lot of gaps on Wikipedia especially in international knowledge that needed to be filled, and I genuinely appreciate your desire to share knowledge about these important subjects with our readers. I believe you had good intentions, and it's unfortunate that you had these issues and did not correct them sooner. I see warnings in your talk page dating back to at least 2008.

As User:Mkativerata explained above, as a general rule of thumb, we cannot copy content from our sources or even come close to copying content from our sources unless we are using brief and clearly marked quotations. Quotations are clearly marked by the use of quotation marks or block quote - not by citing a source. The bulk of content you put on Wikipedia should be written in your own words. We do have to have sources for our information, but our structure and language should be our own.

We are far, far better off having a short article on an important subject written in our own words that we can keep than having what looks like a more developed one that violates our copyright policies which must be deleted. A brief description (written by us) of an international agency, for instance, with a link to the website so our readers can find out more for themselves, is acceptable.

However, I am also noticing that many of the articles you created on these agencies refers solely to the agencies themselves. We really prefer citations to unconnected sources, as these are less likely to be biased. For instance, I have found two sources for Ministry of People's Security (North Korea) that are not connected to the ministry itself.

I would really encourage you - if you are interested in continuing to help fill these gaps in knowledge - to continue with the unblocking process. What's really needed here is for you to demonstrate that you understand our copyright policies, that you will not paste or too closely follow content from your sources. The reason for the caution here is two-fold. First, copyright is a legal matter that can have serious ramifications for our community and our reusers. Second, cleaning up copyright issues is a huge use of our resources; it takes a lot of people to review and remove problem material. People really want to see that you will not inadvertently cause more problems.

It would probably go a long way to help if you were willing to post an example of the way you want to do content from here forward on your talk page.

There's also the possibility of establishing smaller country or regional challenges for places like South East Asia, Japan/China or India etc, much like Wikipedia:The 1000 Challenge (Nordic). For this to really work we need diversity and exciting content and editors from a broad range of countries regularly contributing. At some stage we hope to run some contests to benefit Asian content, a destubathon perhaps, aimed at reducing the stub count would be a good place to start, based on the current Wikipedia:WikiProject Africa/The Africa Destubathon which has produced near 200 articles in just three days.
